Any issue regarding the territorial integrity of Ukraine cannot be resolved by the president alone; the will of the Ukrainian people is needed.

President Volodymyr Zelensky spoke about this in an interview with Le Monde.
A referendum? The Ukrainian people should want this. I will say frankly: this is not the best option, because we are dealing with Putin and it will be a victory for him if he seizes part of our territories, the president said.
At the same time, according to Zelensky, liberating all territories by force and weapons “costs us a lot of time and human lives.” Therefore, “we can return our territories through diplomatic means.”
Zelensky called the renunciation of territories during the settlement with the Muscovites “a very complex issue.”
Commenting on possible negotiations on Russia, Zelensky again suggested that Ukraine might not be able to return the territories by military means.
This does not mean that at this very moment (of negotiations with the Russian Federation) we will return our 1991 borders, but I believe that a fair peace for Ukraine lies in the restoration of our territorial integrity, but this does not mean that we should do this only with the help of weapons, the president said.
He also again spoke in favor of Russia’s presence at the second “peace summit,” since “everyone wants it.”
Like most countries, I believe that representatives of Russia should be present at the second summit, otherwise we will not achieve concrete results… If everyone wants to see them at the negotiating table, then we cannot be against it, Zelensky said.
