Beginning on February 19, 2022, the Gauleiter signed several orders for the “introduction of martial law” and “mobilization” in the temporarily occupied part of the region.
It was noted that the Russians took advantage of this formal pretext to forcefully mobilize almost 80% of the employees of local enterprises for the war against Ukraine.
