The Verkhovna Rada voted to decriminalize petty theft. The law replaces liability for such crimes with fines.

Today, petty theft is considered to be theft of property worth no more than 302.8 hryvnia. During martial law, such thefts are automatically classified as a criminal offense, punishable by 5 to 8 years of imprisonment. This leads to overloading the courts with cases and convicting people for stealing, for example, a bottle of whiskey.
The law raises the “bar” for petty theft to 3,000 hryvnia. This is punishable by a fine of up to 5,100 hryvnia and up to 17,000 for a repeat offense. The law must be signed by the president for it to work.
