The authorities are working on the return of three categories of citizens – children, prisoners of war and civilians. It is the civilians who are the most difficult to return home, because we are not talking about an exchange, as in the case of captured soldiers. This was stated by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets in a commentary to Interfax-Ukraine.
Kyiv cannot change these citizens because it does not exert additional influence on Moscow.
We don’t even have a legal basis on which we can conduct this process,” the ombudsman noted.
Lubinets added that this was the first time that the Vatican had accepted the return. Previously, the Vatican had helped in the return of children.
Let us remind you that on June 28, ten more Ukrainian civilians were returned from Russian captivity. Among them is the Deputy Chairman of the Mejlis of the Crimean Tatar people Neriman Jelal. Some of the prisoners were imprisoned for six or seven years. During this time, they lost a lot of weight and, due to the lack of necessary medical care, returned with aggravated illnesses.
