The new sanctions package also includes restrictive measures against 116 individuals and legal entities of the Russian Federation.
On June 24, the EU Council approved the 14th package of economic and individual restrictive measures in response to Russia’s aggression against Ukraine. This was reported by the press service of the EU Council.
The new package includes, in particular, restrictive measures against 116 individuals and legal entities “responsible for actions that undermine or pose a threat to the territorial integrity, sovereignty and independence of Ukraine.”
The EU will ban services for the transshipment of Russian liquefied natural gas on the territory of the European Union for the purpose of transportation to other countries. This includes both ship-to-ship and ship-to-shore transportation, as well as transshipment operations. This will not affect imports, but only re-exports to third countries via the EU.
The EU will also ban new investments, as well as the provision of goods, technology and services to complete liquefied natural gas projects under construction, such as Arctic LNG 2 and Murmansk LNG. Restrictions were introduced on the import of Russian gas through EU terminals not connected to the natural gas system.
In addition, to help counter the re-export of military goods found in Ukraine or critical to the development of Russian military systems, it was agreed that EU operators selling such military goods in third countries should introduce due diligence mechanisms capable of identifying and assessing the risks of re-exporting to Russia and reducing them.
Also, EU operators transferring industrial know-how for the production of military goods to commercial partners from third countries will now have to include contractual provisions to ensure that such know-how is not used for goods destined for the Russian Federation.
The EU Council decided to ban the use of the System for Financial Messaging (SPFS), a special financial messaging service developed by the Central Bank of the Russian Federation to neutralize the impact of restrictive measures.
EU operators are prohibited from conducting transactions with persons included in the SPFS usage list outside of Russia.
It also introduced a ban on transactions with targeted credit and financial institutions and crypto asset providers established outside the EU if these organizations facilitate transactions that support the defense industrial base of Russia by exporting, providing, selling, transferring or transporting dual-use goods and technology. sensitive items, military goods, firearms and ammunition.
Earlier it was reported that the ambassadors of the EU member states reached an agreement and adopted the 14th package of anti-Russian sanctions.
As you know, the 14th package of sanctions has been prepared since April. It was noted that new EU sanctions against the Russian Federation were approved, but then Germany vetoed them.
German Chancellor Olaf Scholz later explained the delay in sanctions against the Russian Federation.
