It was noted that on June 17, the Russian dictator fired Deputy Defense Ministers Nikolai Pankov, Ruslan Tsalikov, Tatyana Shevtsova and Army General Pavel Popov. In return, Putin replaced them with Deputy Defense Ministers Anna Tsivileva and Pavel Fradkov, as well as First Deputy Defense Minister Leonid Gornin.
As you know, Anna Tsivileva is Putin’s cousin, the wife of the recently appointed Minister of Energy Sergei Tsivilev, and the head of the Defenders of the Fatherland Foundation, initiated by the Kremlin. He also previously served on the Council for Guardianship and Trusteeship in the Social Sphere under the Russian government in 2019.
And Pavel Fradkov is the son of the former Prime Minister of Russia and Director of the Russian Foreign Intelligence Service (SVR) Mikhail Fradkov. Pavel Fradkov has served as the first deputy head of the Presidential Administration since 2021, deputy head of the Federal Agency for State Property Management (Rosimushchestvo) from 2012 to 2015, as well as the Department of Pan-European Cooperation of the Russian Ministry of Foreign Affairs from 2005 to 2012.
Leonid Gornin served as First Deputy Minister of Finance from May 2018, Deputy Minister of Finance from 2012 to 2018, and Minister of Finance and Tax Policy of the Novosibirsk Region from 2010 to 2011.
According to ISW, “the appointments of Tsivileva, Fradkov and Gornin support Putin’s recent efforts to show his relatives and children of other high-ranking Russian officials. In addition, the dictator is trying to appoint economic advisers to the Ministry of Defense to improve the wartime economy.”
The Institute for the Study of War recalled that Tsivileva and Fradkov took part in the St. Petersburg International Economic Forum with Putin’s daughters and the children of other officials on June 6 and 7. So, Putin is probably trying to introduce his children and the children of officials from his inner which circled the public to create conditions for them to occupy high and influential positions in the Russian government.
ISW also noted that Putin is increasingly appointing economists to senior positions in the Russian Ministry of Defense. In particular, on May 12, he replaced Defense Minister Sergei Shoigu with an economist by profession, former First Deputy Prime Minister Andrei Belousov. And at the end of May, Putin replaced former Deputy Defense Minister Yuri Sadovenko with former Deputy Minister of Economy and auditor of the Accounts Chamber of the Federation Council Oleg Savelyev.
ISW analysts say the appointments indicate Putin’s preference for appointing officials he views as loyal to the regime and economists to improve Russia’s defense industrial base.
