“The money will be allocated to pay for contracts necessary for the training of Ukrainian personnel, as well as for transportation, food, transport, fuel consumed in the training process, provision of special equipment and other related goods and services,” the draft emergency order said.
The document itself does not contain an estimate of the cost of training, but no additional funds other than those already approved for the Romanian Ministry of National Defense in the budget will be needed.
“Due to the sensitive nature of the tasks and services being contracted, as well as the confidential nature of the activities aimed at training Ukrainian personnel, the law governing public procurement is not applicable. Due to the urgent nature of the this activity, the application of The law governing public procurement may make it impossible to carry out the training of Ukrainian personnel within the time limits regulated by law and the possibility of appealing procurement procedures, ” said the explanatory note in the draft order.
