On June 5, German Defense Minister Boris Pistorius said that Germany must prepare for a possible war with Russia until 2029. Now the German government has presented a new military plan – the Framework Directive for Common Defense. The document spells out the measures that must be taken during a military conflict. Bild listed the main provisions of the plan.
According to the plan, NATO troops should be deployed across the country to the eastern flank, where Bundeswehr forces will also be located.
Basements, underground parking lots and metro stations should be used as temporary bunkers for the population.
While Germany defends itself, the Bundestag must not dissolve.
Authorities may order urgent evacuations from some areas of the country. However, it is forbidden to divide families.
Hospitals must prepare for “a sudden influx of large numbers of patients over an extended period of time.”
In the event of war, Germany faces a supply crisis: for example, vegetables and fruits. Therefore, the Ministry of Food can ration food distribution. The government will store wheat, rye and oats in secret places. There is an emergency reserve (rice, legumes) to provide the population, especially in urban centers, with one hot lunch per day.
The government can oblige companies to produce goods only for defense needs.
In case of war, compulsory service for conscripts returns. This means that citizens can be drafted into the army at any time.
The employment service may oblige citizens aged 18 or over to work in certain jobs: for example, in the field of nursing, post office, bakeries.
