In Kharkov, President of Ukraine Vladimir Zelensky held a meeting on the operational situation in the region and preparations for the autumn-winter period.
The commander of the OTuv “Kharkov” Mikhail Drapaty reported on the situation in the zone of responsibility of this group of troops, in particular in the Volchansky direction. It remains complex.
The head of the Kharkov OVDA Oleg Sinegubov informed about the plan developed together with the Cabinet of Ministers for the decentralization of the heat supply system in Kharkov and measures to restore the damaged infrastructure.
To prepare Kharkov and the region for the autumn-winter period, 4 billion UAH will be allocated. Half of the amount comes from the state budget reserve fund, the rest from the city budget. These funds will be used to restore destroyed equipment and install cogeneration units.
The President instructed Prime Minister Denis Shmygal, together with the Ministry of Finance and the National Bank, to develop an opportunity for damaged energy generating enterprises to take out loans for restoration without collateral.
At the meeting, they discussed the situation with ensuring the second level of protection at Ukrenergo substations.
We paid special attention to the provision of housing for 20 thousand internally displaced persons from the territories of the Kharkov region, who are under constant shelling from Russia. Now these people have been temporarily housed in dormitories of higher educational institutions in Kharkov. They are ready to give up their housing in favor of the state in order to receive certificates through “Restoration” to purchase a new one in Kharkov or the region.
