From the academic year of 2026/2027, schools must gradually offer students one of the official languages of the European Union or member states of the European Economic Area, or another foreign language other than Russian, as a second foreign language.
The Latvian Ministry of Education received more than 300 objections from individuals in a public discussion on the ban.
The main reasons for dissatisfaction: children “should not be limited to learning their own language,” and “should also decide for themselves which language to learn.”
In addition, critics of the initiative say that “abandoning the Russian language is unacceptable for political reasons.”
In Latvia, the first foreign language is taught in schools from the first grade. A second foreign language begins to be taught at the end of elementary school.
