The Polish National Labor Inspectorate found that 4.8 thousand Ukrainian citizens worked illegally in 2023.
About 4.8 thousand Ukrainians in Poland worked illegally in 2023, most of such cases were found in the construction industry. This is confirmed by data from the National Labor Inspectorate (PIP), the EWL Migration Platform report.
In 2023, inspectors conducted 9.1 thousand checks of the legality of the employment of foreigners, and also conducted 39.4 thousand checks of the legality of the assignment of work by employers. Most of all this concerns the citizens of Ukraine – 29.6 thousand checks. During illegal work inspections last year, 4,747 citizens of Ukraine were detected (in 2022 – 3,948 citizens of Ukraine).
Every fourth illegal Ukrainian worker worked in construction. Many Ukrainian citizens worked illegally in administrative services, temporary employment agencies, industrial processing, and accommodation and catering.
The inspector reported that in 2023, 2.6 thousand complaints were received from Ukrainians about working conditions. This is almost twice as much as in 2022.
Today, Ukrainians have simplified access to the labor market in Poland: it is enough to get a temporary protection status and be sure to conclude an employment contract before starting work with a trusted employer.
However, due to the desire to earn more, people agree to work without an employment contract – this is one of the most common illegal employment methods. In this regard, an unscrupulous employer may delay wages, not pay at all, or not pay at all.
