Most people are included in the registry because of the offer or promise of improper benefits for actions or inactions with the government.
In 2023, 2,420 people were included in the register of corrupt officials, which is almost three times less compared to pre-war 2021 (7 thousand). The open data platform Opendatabot reported this on Friday, April 12.
Over the past three years, the Lviv region has been a leader in sentences. But the number of records here has also decreased since the beginning of the great war: if in 2021 there were 537, then last year there were only 192.
In 2021, people were mainly included in the register of corrupt officials due to violations related to declarations – 75.9% of sentences. Already in 2023, the share of such cases has decreased to 1.6%. This is due to the fact that from the beginning of the full war, the NAPC did not check the declarations of the officials, and the submission of the declarations itself was not compulsory.
Therefore, in 2022-2023, more people were included in the register due to the offer or promise of undue benefits for actions or inactions in the government – 38.2% and 53.1% of cases, respectively.
More often, criminals are sentenced to fines – 92% of sentences. Incarceration and community service or probation account for about 5-8% of punishments.
Violators who are included in the register of corrupt officials usually remain there indefinitely. Today in Ukraine there are only a few reasons why a person can be excluded from this list: the return of a sentence by a court decision, an acquittal, or the renewal of a missed deadline for appeal.
