Russia began to actively use repeated strikes when attacking Ukrainian cities. The occupiers deliberately chose the time when the rescuers and ambulance teams arrived at the first “arrival” area, usually at civilian houses. Such cases have already occurred in Sumy and Odessa (21 people died then), and now such a tragic situation has been repeated in Kharkov.
In particular, on Thursday night the Russian army attacked the city from the Kursk region with 20 suicide bombers, 11 of which were shot. Several drones hit civilians and civilian infrastructure in Kharkov itself and in the region. Extremist method
According to the BBC, extremist organizations often use such heinous methods with a second strike in the area where the victims were rescued.
At the same time, this method is not new for the Russians. It turns out that they actively used the double tap technique in Syria. As Sky News notes, citing the Syrian Center for Justice and Accountability, the Bashar al-Assad regime and the Russians have carried out 58 such double strikes in Syria from 2013 to 2021.
Suspilne quotes Mark Garlasko, an expert from the human rights organization RAH, who explains that because rescuers and doctors, i.e. not military personnel, suffer as a result of repeated attacks, it means this is a war crime.
“Probably the reason the Russians are doing these illegal attacks they are destroying highly qualified specialists. Some have medical experience and have undergone medical training. It takes some time to reach this level of knowledge and skill. And therefore it is difficult to replace them. Obviously, the Russians are targeting these people to make sure that Ukraine will have a harder time as the war continues,” Garlasco said.

The head of the Kharkov Regional Police Department, Oleg Sinegubov, also confirmed that this is not the first time that the Russians have used such a method in Ukraine, especially in the Kharkov region.
