On April 2, the Cabinet of Ministers of Ukraine adopted two more decisions on modernizing the network of higher educational institutions and scientific institutions.

The Nikolaev Astronomical Observatory Research Institute will be joined to the Main Astronomical Observatory of the National Academy of Sciences of Ukraine, and the Ukrainian Academy of Printing will be joined to the Lviv Polytechnic National University, Minister of Education and Science Oksen Lesnoy reported on his page.
The Nikolaev Astronomical Observatory takes part in filling international astronomical databases and ground support programs for space missions, as well as in implementing targeted comprehensive space research programs of the National Academy of Sciences of Ukraine and the State Space Agency of Ukraine.
At the same time, joining will allow us to develop the institute – increase the ability to attract additional funding for research, strengthen human resources and expand the material and technical base.
The Ukrainian Academy of Printing will be affiliated with the National University “Lviv Polytechnic”. On the basis of the second, a separate institute will be formed with the name UAG, in which the educational and scientific activities of the academy will be continued, and its non-core programs will be harmonized with similar programs at the Lviv Polytechnic. Students who have already begun their studies at UAG will continue it in selected specialties and educational programs while maintaining all prerequisites (form of financing, contract amount / budget place).
Lesnoy believes that studying at a larger university for students also means access to a wider range of specialized and qualified teachers, disciplines to study and a better material and technical base.
According to the minister, the main goal of these decisions is to improve the quality of higher education, increase the efficiency of scientific institutions and create powerful educational and scientific centers.
In January, Deputy Minister of Education Mikhail Vinnitsky announced the consolidation of universities. Then he said that due to a sharp decline in the number of school graduates in Ukraine, the number of higher educational institutions would be reduced.
Over the past 15 years, the number of graduates in Ukraine has almost halved.
This year there were about 360 thousand school graduates in Ukraine. decrease in the number of people born on the territory of Ukraine 17 years ago. By 2033, we will have approximately 300 thousand graduates – and this is a figure that provides for the return of territories not yet controlled by Ukraine,” Vinnitsky said.
Also in Ukraine in 2008 there were about 350 universities, each with an average of 6,700 students. In 2021, the total number of institutions decreased to 300, and students to 3,400. There are no figures for 2023, “but one can understand that it is even less.”
Given these data, one way or another, a certain reduction or consolidation of higher education institutions should occur, but this is a very painful process,” Vinnitsky said.
