Stefanishyna said that in February 2022, at the beginning of a full-scale war, she spoke with NATO headquarters, and there they explained to her what the Alliance understood as “closing the skies” over Ukraine.

In NATO’s understanding, this means, first of all, destroying the infrastructure on the territory of the Russian Federation, which makes it possible to bomb Ukrainian cities.
