The Russian air force has not achieved complete air superiority and operates on the principle of less risk. At the same time, land units are suffering, where they have shifted more tasks.
Russia’s ground and tactical air operations remain concentrated in the central sector of Donbass, while the Russian Air Force has proven insufficiently effective, which is likely to have affected the limited success of the military campaign in the region. This is stated in the report of the British Ministry of Defense, published on June 20.
It was noted that the Russian air force does not achieve complete air superiority and operates on the principle of less risk, rarely penetrating deep into the rear of Ukrainian troops.
“For many years, most combat training in the Russian Federation was likely developed according to a scenario and intended to impress senior officials, and not to develop active initiative among aircrews,” British intelligence believes.
It emphasizes that Russia has an impressive list of relatively modern and combat-ready aircraft, but the country’s air force has “failed to develop the institutional culture and skill set” necessary for a ” more western ”style aerial campaigns.
“This has led to more tasks being transferred to the ground forces and they are being depleted faster, as well as with the increased use of cruise missiles, its stocks are likely to be depleted,” the British Ministry of Defense.

Earlier, GUR said the Russian army was faced with a shortage of high-precision cruise missiles.
