The head of the city of Tulchin, Vinnytsia region, faces up to six years in prison for land fraud. The press service of the State Bureau of Investigation reported this on Tuesday, March 12.
“In the fall of 2021, according to the pre-trial investigation, the mayor of Tulchin, instead of conducting an auction, single-handedly signed an agreement with the business director and leased a communal land with an area of more than 68 hectares for business activities without a decision from the session of the City Council and Commission on Land Affairs,” explained the Bureau of State Investigation.
Law enforcement officials learned that the officer acted in the interests of private individuals for possible future “preferences.”
It was noted that the Vinnytsia Research Design Institute of Land Management gave its conclusion, according to which the assessment of the site exceeded that specified in the contract by 51 times. Due to non-payment of rent for land use, according to regulatory calculations, the budget of the city community received less than UAH 2.8 million only in 2021-2022.
Through 2023, the case was investigated by National Police officers, then it was transferred to the State Bureau of Investigation, and in January 2024, the officer was notified of the suspicion.
The mayor was accused of abuse of official position, which resulted in serious consequences (part two of Article 364 of the Criminal Code of Ukraine).
The punishment of the article provides punishment in the form of imprisonment for up to six years.
