The Russian Federation has prepared a methodological basis for the “re-education” of Ukrainian children forcibly brought to Russia, as well as a system of digital monitoring of them. This was reported by the publication Meduza with reference to documents from the Ministry of Education of the Russian Federation and department officials.
Methodological recommendations for teachers indicate that their task is to “re-educate” Ukrainian teenagers “on the basis of spiritual and moral values, historical and national-cultural traditions of the Russian Federation.” As a result, children must “form a Russian identity.”
The manuals also contain phrases that are markers of “destructive ideology” among teenagers. Among them: “marauder federation”, “orcs”. The war in the manual is described as “a complication of the geopolitical situation, which prompts families to be forced to move.”
In addition, after the start of the war, a teenage center (FC RPSP) appeared within the structure of the Ministry of Education, which, as part of the “unification” of Ukrainian children, carries out the so-called “patriotic seminars and military sports. games.” It was noted that the new structure was opened “especially for Ukrainian children.” Branches of the center operate in Donetsk and Mariupol, and many other branches are being prepared to open in the occupied regions.
Officials note that the reason for the state’s attention to these children is fear of them. “It was in our conversations that Ukrainian children are potential terrorists,” said the interlocutor of the publication.
The Ministry of Education is helping with the digital surveillance of children from the Center for the Study and Network Monitoring of the Youth Environment (ANO CISM), said two of Meduza’s contacts at the ministry. CISM developed a system (AIS) “Prevention” that monitors “more than 540 million” accounts of teenagers in social networks. “This is Big Brother for teenagers,” explained an employee of the Ministry of Education of the Russian Federation familiar with the system’s work. “With the help of neural networks, it creates a risk profile for each child: suicide, terrorism, extremism – and signals it to the operator [АИС]. Maybe give it to the authorities.”
Based on the results of the “Prevention” task, cards are drawn for children and ratings are assigned to them depending on the level of “propensity for extremism.”
