A Financial Times calculation shows that another $12.4 billion. needed for military equipment and equipment. Partially to cover the deficit created during the slowdown in aid from the United States, partly for the expected mobilization.
Chairman of the Budget Committee of the Verkhovna Rada Roksolana Podlasa confirmed that the issue of “economic reservation” of men is being considered, but this “political issue” is not taken into account in calculations to cover the budget deficit.

According to President Vladimir Zelensky, 500 billion UAH (more than $13 billion) will be needed, according to the head of the Verkhovna Rada Budget Committee Roksolana Podlasa – 720 billion (more than $18 billion). At the same time, these calculations include funds for additional purchases and modernization of military equipment.
To mobilize from 400 to 500 thousand people, UAH 322 billion is needed only for training, payments and clothing. Another 400 billion UAH are needed for the purchase and modernization of military equipment. 720 billion UAH of additional need per year is a colossal amount. That’s about 22.5% of our total spending in 2024 and 41% of our defense spending. Funds from international partners cannot be spent on the needs of the army. We are talking only about internal resources. Increasing them by 40% in a few months is a very non-trivial task, Podlasa said.
To cover these costs, various options are being discussed – from the return of a progressive personal income tax rate and luxury tax to additional collection of resources from local budgets.
