On February 23, the Verkhovna Rada did not support government bill No. 10439 on the reform of the BEB. 222 deputies voted for him. 18 parliamentarians voted against and eight abstained. Another 51 people’s deputies did not vote. The document was sent for a second first reading with a shorter review period. This was reported by MPs Alexey Goncharenko and Yaroslav Zheleznyak.
As is known, this bill concerns the improvement of the selection of the head of the BEB and the re-certification of his deputies. The selection procedure is written by analogy with the selection of the director of NABU.
The government document provides for the requirements for members of the competition commission for the election of the director of the BEB, their rights and responsibilities. It also clarifies the grounds for the dismissal of the director of the BEB and adds a mandatory psychophysiological survey with a polygraph before appointing a person to a position in the Bureau.
The bill proposed to define provisions for the formation of a commission that would audit the Bureau of Economic Security.
The legislators also proposed allowing for re-certification of all Bureau personnel (immediately – mandatory certification of BEB deputy directors, and a year after the end/cancellation of martial law – certification of the remaining BEB employees).
Let us remind you that the bill was criticized in the G7. The ambassadors of the G7 states wrote a letter to the Ukrainian authorities and warned against accepting the BEB reform, which does not meet the requirements of European integration and the IMF program.
However, Justice Minister Denis Maluska assured that on February 22 the authorities held “intensive discussions” with the International Monetary Fund and the ambassadors of the G7 countries. He noted the agreement that the government draft law will be finalized before the second reading “in order to fully implement the recommendations of our international partners.”
