Russian law enforcement officials told local media that the housing was built without official permission.

The fire consumed the roof and top floor of the 11-story residential building. Rescuers are working at the scene, including carrying out evacuation measures.

Russian law enforcement officials say that the cause of the fire is that the building was built without official permission, that is, illegally.
