The Belarusian army can now use weapons and equipment against its own citizens.
The leader of Belarus, Alexander Lukashenko, made changes to the Charter of the internal service of the Armed Forces, which allows the military to use weapons against citizens. This is stated in the published decree.
In particular, Lukashenko ordered to change Article 11 of the document. Its new version states that when performing the tasks assigned to them, military personnel have the right “to use weapons, taking into account the existing situation, the type of crime, the administrative offense and the identity of the guilty.”
It must be preceded by a “clear and unequivocal” warning of the intent to use the weapon. The violator is also required to provide sufficient time to fulfill the stated requirements, except in cases where the delay creates a danger to the life of the military itself or other citizens or may lead to “other serious consequences.”
“The injury or death of a citizen” as a result of the use of a weapon is immediately notified to the relevant prosecutor, as well as the preliminary investigation of the body. At the same time, military personnel are not responsible for “damage” caused if they act “in accordance with the requirements of general military regulations.”
Previously, Article 11 stated that “the use of physical force, special means, weapons, military and special equipment by military personnel in excess of authority requires responsibility established by legal acts.”
The monitoring group Belaruski Gayun recalls that in recent years, the military and security forces controlled by Lukashenko have repeatedly used weapons against their own citizens, leading to serious injuries and sometimes is death.
