Russian dictator Vladimir Putin has ordered the country to have “world-class” scientists in the field of artificial intelligence. He gave this instruction following the results of the conference Journey into the World of Artificial Intelligence, on Thursday, January 18, The Moscow Times reports.
According to the order, government officials should introduce a set of measures aimed at training development scientists with universities and the Skolkovo Institute. They have to report to the president with a report by September 1.
The government, according to Putin’s instructions, must submit proposals for additional funding for research and development in the field of AI from the federal budget. The goal is “to create breakthrough solutions in the field of artificial intelligence.”
It was noted that the officials had to achieve an “extraordinary achievement” in the context of cutting spending on AI and the mass exodus of scientists from Russia. According to Novaya Gazeta estimates, since the beginning of the war, at least 2.5 thousand researchers have left the Russian Federation, including employees of leading universities such as MIPT, Moscow State University and the Higher School of Economics.
At the beginning of 2022, the number of scientists in Russia will be the lowest in modern history – 340 thousand. Compared to the early 1990s, the number of researchers has decreased by almost three times.
It was also reported that, according to the budget law, allocations for the federal project “Artificial Intelligence” in 2024 will be reduced by almost 20%, from 6.4 to 5.2 billion rubles.
