The Russian Army can intensify assaults in the Kupyansk direction and accumulate in this area the necessary number of forces. However, now Russia does not have enough forces in this area for a large-scale offensive. The enemy has favorable conditions to intensify operations in the Kupyansk direction with the intention of achieving territorial gains. Experts refer in their conclusions to statements by Ukrainian officials that the Russians want to capture Kupyansk and Borova this winter. ISW believes that the occupation of these cities would likely force the Ukrainian Defense Forces to withdraw from the eastern bank of the Oskol River in the Kharkiv region. Such a course of events would create conditions for the Russians for upcoming offensive operations on the Kupyansk-Svatovo-Kremennaya line.
However, American experts emphasized that the occupying army was unable to accumulate enough forces in the Belgorod region to support the launch of large-scale offensive operations in the northern or northeastern regions of the Kharkov region.
Let us recall that on January 5, the British publication The Telegraph reported that Ukraine is soon preparing for a Russian offensive in the region due to intensifying attacks. The publication names January 15 as a possible date, and the offensive could take place in Kharkov.
The head of the Kharkov region, Oleg Sinegubov, said that concentrations of Russian troops have not yet been recorded in different directions of the front in the Kharkov region.
