Kornienko added that it is necessary to separately critically evaluate the restrictions on the rights of citizens proposed by the bill.
The First Deputy Chairman of the Verkhovna Rada Alexander Kornienko said that the Rada is likely to adopt a compromise version of the mobilization proposal. He said this in an interview with Radio Liberty.
“I’m not ready to say which version (of the mobilization bill – ed.) will be released. My guess is that there will be some kind of compromise version, I don’t know what the compromises will be, but it will definitely be different from introduced by the government”, he noted.
According to Kornienko, there may be a so-called “committee” version, when several alternative bills are adopted and a general version is formed. This option may be submitted to the representatives of the people for consideration in the first reading.
The first deputy chairman of the Verkhovna Rada noted that they will still edit it before the second reading. Because what was then signed by President Vladimir Zelensky may be very different from the government’s initiative.
Kornienko added that it is necessary to separately critically evaluate the restrictions on the rights of citizens proposed by the bill.
Let’s recall that on December 25, the Cabinet of Ministers submitted to the Verkhovna Rada a previously announced bill on improving certain issues of mobilization, military registration and military service (No. 10378). The new bill aims to change the procedure of mobilization, military service and introduce the possibility of partial dismissal or rest for active military personnel.
As stated by the Verkhovna Rada Commissioner for Human Rights, Dmitry Lubinets, the norms that may violate basic human rights in the constitution will be removed from the mobilization law.
