Ukrainian men who find themselves abroad are trying to catch up before changes in mobilization – they urgently prepare new documents.

The State Migration Service told Radio Liberty that they could neither confirm nor deny the information:
We don’t monitor at all… We haven’t received any signals that some kind of madness is happening.
However, a Radio Liberty correspondent in Warsaw reported that there really is a stir. An hour before the opening of the Ukrainian passport service in the capital of Poland, she noticed more than half a thousand people in line. Some of them signed up for the paper list the day before and were waiting for the document submission center to open. Others waited to sign up for the following days – also on a paper list.
On December 28, you can only sign up for available dates after January 6; all previous days are already “full.” 400 people sign up for one day, because the passport service cannot accept more.
People from other countries also sign up – the journalist witnessed how one person wrote down on a paper list 30 people who should come from Estonia.
Those who prefer to sign up for later dates also came.
In Prague, the queue starts 10 hours before the center opens, the publication writes. The capital of the Czech Republic is somewhat calmer, but the demand for new passports among Ukrainian men has apparently increased. For the third day now, the Czech passport service center “Document” has seen atypical queues of people wishing to obtain passport documents.
Representatives of the center told Radio Liberty about this unofficially. According to them, the rush began on December 26; before there were much fewer people willing to produce passport documents.
According to the Institute of Demography and Social Research, there are currently up to 850 thousand Ukrainians of military age in EU countries. And according to Eurostat – 650 thousand.
According to the proposals of the Cabinet of Ministers, violators of the proposed law on mobilization will be included in the “register of debtors”; restrictions on them will also affect the production of passports.
Citizens permanently residing abroad will need to register with the military. It is also separately stated that those liable for military service are called up for service, regardless of their place of stay.
Persons liable for military service will be able to obtain a passport or international passport only if they have a military registration document in their hands.
