The order of December 19 was written in such a way that it becomes obvious that this is yet another attempt by interested parties to take control of the Internet in Ukraine, following the example of the Russian intelligence services.
In particular, clause 13 provides that the installation of equipment sets for the telemetry collection subsystem of information and communication systems (active sensors) for the system for detecting vulnerabilities and responding to cyber incidents and cyber attacks in ministries, other central executive authorities, at critical infrastructure facilities and enterprises, in institutions and organizations, regardless of their form of ownership.”

Experts insist that he created threats to the work of any enterprise in the country, since the State Service for Special Communications received the rights to inspections, access to enterprise equipment, to information, the right to issue mandatory orders without court decisions and the opportunity to appeal.
