The mayor changed his mind and asked Transport Secretary Mark Harper to allow Londoners and others in the country to donate suitable vehicles to Ukraine due to scrappage schemes.

Khan had previously blocked vehicles that did not meet the Ulez standard from being sent to the war zone. He argued that such a decision would not benefit Londoners environmentally, economically or socially.
The mayor changed his mind and asked Transport Secretary Mark Harper to allow Londoners and others in the country to donate suitable vehicles to Ukraine due to scrappage schemes.
Military writes that this could be done most quickly by changing national rules on the certificate of destruction, which is required as proof that a vehicle has been finally disposed of, to allow the export of suitable vehicles to Ukraine through a registered charity or national program , says a joint letter with former Defense Secretary Ben Wallace.

Khan changed his mind after criticism from his predecessor as London mayor and former prime minister Boris Johnson. He called the current mayor’s decision “petty and ridiculous.”
Ukrainians are more than capable of solving air quality problems themselves, they need help to defeat a threat that is much more dangerous, and that is President Putin. Khan’s actions seem extraordinary, Johnson said.
