Parliament blocked the signing of a bill on the legalization of medical cannabis.

The resolution to cancel was registered by the Batkivshchyna faction, said People’s Deputy Yaroslav Zheleznyak.
According to him, the document will be able to be unblocked around mid-January next year. And it will start working at least in July 2024.
The initiators of the draft resolution were deputies from “Batkivshchyna”: Yulia Tymoshenko, Sergei Taruta, Alexey Kucherenko, Sergei Yevtushok, Grigory Nemyrya and Valery Dubil.
In her speech to people’s deputies, Yulia Tymoshenko once criticized the law, calling it a law on “drug plantations” and “a decision against the future of Ukraine.” The deputy also suggested that the adoption of the law will lead to increased drug trafficking through Ukraine.
Despite the manipulations of opponents of cannabis legalization, the adopted bill does not “legalize drug use.”
The bill regulates the use of cannabis only in medical, industrial and scientific activities. And it will be used primarily to treat veterans and cancer patients—people living with constant pain.
The cultivation and production of medicines based on medical cannabis will be strictly controlled at all stages. And it will be possible to obtain drugs based on medical cannabis only by e-prescription.
Tymoshenko’s position
Back in the summer of 2023, the leader of Batkivshchyna, Yulia Tymoshenko, stated that the government, hiding behind the humane goal of easing the suffering of seriously wounded military personnel, wants to turn Ukraine into a drug plantation in the center of Europe. She stated this in her video message, which lasts more than half an hour.
Tymoshenko spoke about the real threats of government bill No. 7457.
The Batkivshchyna party and I personally have always supported the use of legal medicines produced on the basis of cannabis for the treatment of seriously ill patients. But bill No. 7457, which they now want to pass, has nothing to do with the legalization of medical marijuana, the politician noted.
She recalled that the use of medicines from marijuana has already been legalized in Ukraine – by the law allowing the use of narcotic drugs for the treatment of seriously ill patients (No. 60/95) and by Resolution No. 324 of April 7, 2021, which allows the use of cannabis-based medicines for the treatment of seriously ill patients.
If there is no marijuana-based medicine for seriously ill patients in Ukraine now, it means the government has not fulfilled its responsibility and has not purchased the appropriate medicines. And for this he must bear responsibility, even to the point of resignation,” says the leader of Batkivshchyna.
Bill No. 7457, the policy emphasized, allows the cultivation of medical marijuana without restrictions on the territory of Ukraine by private corporations involved in narcotic substances, as well as the production of drugs from this narcotic herb without any special control.
This law means that Ukraine will be sown and filled with narcotic marijuana! — Tymoshenko was indignant and proposed a solution to the current situation.
Her faction submitted to parliament a Verkhovna Rada resolution obliging the government to immediately purchase marijuana-based medicines to treat patients. Batkivshchyna also submitted a bill stating that the issue of growing narcotic marijuana should be resolved in an all-Ukrainian referendum after the war.
