According to the ministry, some of the sets purchased last year had damaged packaging with jam, despite the fact that the products had not expired. For now they are stored in Armed Forces warehouses, but all dry rations of substandard quality will be confiscated.
“The kits are prohibited for issue. In the near future, the Logistics Forces Command will receive a new batch of dry rations from the Ministry of Defense,” said the Ministry of Defense.
The damaged sets were purchased by the resource acquisition department in 2022 – without quality control. This department is currently in the process of being liquidated.
The Resource Provision Department’s responsibility includes all procurement decisions of the ministry: determining quantities, costs and procurement procedures. This creates corruption risks. To avoid their additional work, the functions of the department were distributed among different divisions: the Department of Procurement Policy, the Defense Procurement Agency (SE State Operator of Logistics), and the Planning Department.
The Ministry of Defense added that the manager who signed the contracts for the supply of dry rations is now involved in criminal proceedings, among other charges.
According to the Deputy Head of the Ministry of Defense, Dmitry Klimenkov, starting from December this year, the State Logistics Operator agency will be in charge of purchasing products for the army.
