The report noted that Rocha, 73, is being held in Miami, Florida, as part of a long-running criminal investigation conducted by the FBI’s counterintelligence team.
The US Department of Justice accuses Rocha of working for the Cuban government.
Federal law requires people involved in political lobbying of a foreign government or organization within the US to register with the Justice Department, which has increased criminal penalties for illegal foreign lobbying in recent years.
The American department refused to comment on this information to reporters.
Rocha spent most of his 25-year diplomatic career in Latin America, serving as US ambassador to Bolivia in the early 2000s.
