Bloomberg believes that the Speaker of the House of Representatives will have to make compromises to resolve the issue with Kyiv’s aid.
Ukraine will likely have to wait until mid-December or longer for new US aid. Bloomberg news agency reported it on November 17.
Congress will not be able to conclude negotiations and approve new aid for Ukraine until mid-December, two months after President Joe Biden first requested $61 billion for the country in its war against Russia.
Senators from both parties plan to work in the coming days on an agreement on an aid package combined with border policy that they can vote on when they return to Washington from Thanksgiving later this month.
“We have to push ourselves to negotiate next week. The Ukrainians are running out of fuel, guns and ammunition,” said Delaware Democrat Chris Coons.
Republican infighting and tough demands threaten to lead Congress to consider aid in the new year, despite warnings from White House national security spokesman John Kirby that the US is close to after the line of resources available in Ukraine.
Influential supporters of Ukraine told Congress they remained confident of more US aid House Foreign Affairs Committee Chairman Michael McCaul said there was “no chance” the aid would not be approved because “it is too important.”
But it’s tough for House Speaker Mike Johnson, who is facing a backlash among conservatives over his plan to avoid a US government shutdown. Many of these ultra-conservatives also oppose aid to Ukraine, and it only takes a few of them to topple Johnson, as they did his predecessor Kevin McCarthy.
Texas hardline Liberty Republican Chip Roy warned of problems if Republican leaders allow a vote on aid to Ukraine without meeting ultraconservative demands for changes in immigration policy.
In the Senate, Majority Leader Chuck Schumer promised Democrats like Coons that the Ukraine bill would come up for a vote after the Thanksgiving break. Schumer also acknowledged that any package with Ukraine would include a deal on border policy.
Media reports suggest Johnson will have to compromise on some Conservative border policy demands, such as significant restrictions on the right to seek asylum in the US, to secure a deal to help Ukraine.
The consequences ahead will be profound, Bloomberg notes.
“If we don’t provide additional aid to Ukraine by the end of the year, it will be a mistake of historic proportions,” said Senate Intelligence Director Mark Warner.
