The European Union as a whole will approve the start of negotiations on Ukraine’s accession, but additional conditions may be put forward to Kyiv.

Bloomberg sources note that the European Commission will likely recommend that member states begin formal negotiations to complete reforms and legislation on national minorities, the fight against corruption, as well as “deoligarchization” and lobbying.
The commission’s conclusion, which will be published on November 8, will need to be approved by member states when EU leaders meet at a summit in December.
The final wording of the conclusion has not yet been agreed upon. It is due to be made public on Wednesday.
In June 2022, when Ukraine was granted candidate status, the EU outlined seven steps for advancement. Of these, four were carried out – on the judicial system, media independence and money laundering.
The publication writes that negotiations on accession will take years. Croatia, the last to join the EU, took 10 years.
Earlier, the media also reported, citing the European Commission, that Ukraine had fulfilled four of the seven criteria for a candidate to join the EU.
Fully fulfilled criteria:
- implementation of legislation on the procedure for selecting judges of the Constitutional Court;
- completion of the verification of the virtue of candidates for members of the High Council of Justice and the creation of the High Qualifications Commission of Judges;
- compliance of anti-money laundering legislation with FATF standards and approval of a strategic plan for reform of the entire law enforcement sector;
- reform of the media industry – bringing Ukrainian legislation into line with the EU Directive on audiovisual media services.
At the same time, the other three criteria – the fight against corruption, limiting the influence of oligarchs and legislation on national minorities – are accompanied by recommendations for further implementation.
