Defense Minister Rustem Umerov approved the Concept of military personnel policy until 2028.

It provides for the transition of the Armed Forces of Ukraine to contract military service and a recruiting system instead of conscription.
The document defines the strategic vision for the development of military personnel policy in the field of defense over the next five years, both during martial law and in peacetime.
The main emphasis of the concept is the guaranteed satisfaction of the needs of the Ukrainian Armed Forces for people during a full-scale war, integration into the Euro-Atlantic security space, and the intercompatibility of the Ukrainian Armed Forces with the armed forces of NATO member states.
Other expected results of implementing the concept are:
- The Armed Forces of Ukraine will transfer to military service under a contract. Compulsory military service will be replaced by intensive military training for citizens of military age;
- in Ukraine there will be an effective system of recruiting the Armed Forces of Ukraine with professional and motivated personnel;
- a person-centric approach to managing the careers of military personnel, taking into account their education, professional development, and gender equality. Levels of opportunity for men and women in the Armed Forces of Ukraine;
- improved electronic military records system;
- automated and digital HR management processes;
- expanded cooperation between Ukrainian higher education institutions and universities of NATO and EU member states;
- an effective and transparent system for paying military personnel and providing them with housing;
- improved psychological support;
- a new culture of relationships between commanders and subordinates;
- appropriate conditions for the transition from military career to civilian life for military personnel subject to discharge from military service.
Monitoring and evaluation of the results of implementation of the concept will be carried out by the Committee on Personnel Management in the system of the Ministry of Defense of Ukraine.
