The Cabinet of Ministers supported the bill on changes in higher education. There will be no longer a correspondence course, and contract students will be able to speed up their studies.

Already from 2024, it is proposed to replace correspondence and evening forms with distance learning. This will allow students to study remotely, but without losing the quality of education.
Students of the contract form of study will be able to independently determine how long they want to complete the program. For example, they will be able to speed up their studies and complete a bachelor’s degree in three years instead of four, or vice versa – get a degree in 6 years
You will be able to choose a specialty after entering the university, and not immediately after graduating from school. Upon admission, you need to choose an industry, and after 1-2 years of study, decide on a specific specialty.
The corresponding innovation is contained in the bill on improving higher education, approved by the Cabinet of Ministers.
On October 20, the Cabinet of Ministers of Ukraine adopted the draft law “On amendments to certain laws of Ukraine on the development of individual educational trajectories and improvement of the educational process in higher education.”
- The annual study load will range from 30 to 80 ECTS credits per year instead of the rigid 60. This variability in the annual study load will allow students to independently decide how to distribute the number of credits during their study period.
- Interdisciplinary programs will become available to bachelors. That is, in such programs, after completing 60-120 ECTS credits, students will not be able to immediately choose a specialty upon admission, but later (after 60-120 credits) choose it within the field in which they entered.
- In order to optimize work in the Western Military District and conduct an effective educational process, we suggest that educational institutions develop a distance learning form. Starting in 2024, we will transform correspondence and evening courses into distance learning. Students who are currently studying in these forms will be able to complete their studies in the same format, however, starting next year, admission will only be for a distance or full-time form of education.
- Classroom hours will now be regulated – a minimum of 10 hours (out of 30) for bachelors and at least 8 hours (out of 30) for masters. The remaining hours will be allocated for students’ independent work.
- To ensure higher education standards for regulated specialties, the selective component is reduced (to 10% from today’s 25%). To expand student autonomy for unregulated specialties, the number of elective disciplines will increase (up to 50%).
All these changes are aimed at increasing the subjectivity of students. In addition, they will contribute to bringing the practices of Ukrainian education closer to European ones and will facilitate Ukraine’s entry into the international academic and scientific space.
