Blinken said Biden wanted to hear from Israeli leaders “how they will conduct their operations to minimize civilian casualties.”

In addition, it is necessary to simultaneously “ensure the flow of humanitarian aid to civilians in the Gaza Strip so that it does not benefit Hamas.”
