How will the mobilization take place in the coming weeks, is the current campaign different from the beginning of the mobilization in February – the answers to key questions received from the press service of the Ground Forces of the Armed Forces of Ukraine were published by RBC- Ukraine.
Measures to mobilize human resources and transportation are carried out in accordance with the decree of the President of Ukraine No. 65/2022 “On general mobilization”, the law “On the preparation and mobilization of mobilization” in the volumes and terms specified by the plans without interruption.
The call for mobilization is mandatory for those responsible for military service. At the same time, first of all, preference is given to motivated citizens with high morale and business characteristics and appropriate training.
For the recruitment of combat units, an obligatory requirement is the experience of military service or training camps in the corresponding military specialty.
Those who have not served are called to training centers to take courses to prepare them for the required specialties.
How about mobilizing volunteers with military experience, who have not waited for the summons and turned to military enlistment offices of their own free will?
They apply to the RTCC or to the military unit of their choice and there they are called. People in charge of military service who have experience in military service or have previously been involved in training camps can be sent immediately to military units.
Are volunteers mobilized without service experience?
Untrained people responsible for military service, who have no experience in military service or training in training camps, are sent for training. They study in specialized centers (polygons), in retraining and advanced training courses at the Higher Educational Institution of Higher Education (reserve officers).
Is it common to deliver subpoenas to roadblocks or in crowded areas, such as on the subway, queues at gas stations, and other places? Isn’t this against the law?
Delivery of subpoenas is carried out by the relevant local authorities, heads of businesses, institutions, organizations, regardless of the form of subordination and ownership. In addition, summonses may be issued by territorial recruitment officials and social support centers in the place of residence, in the workplace, as well as on the street, at checkpoints, and so on.
The law does not prohibit summons service anywhere after identification. The agenda specifies the date and time of arrival at the center of the territory for medical examination.
Does receiving a call mean that someone is being mobilized?
No no. There are different cases. The challenge is to first verify credentials and undergo a medical examination to determine eligibility.
What liability threatens the fact that a person responsible for military service receives a summons, but does not go to the military registration and enlistment office? How is the accountability process? What are the fines and when will criminal liability begin, threatening imprisonment?
If a person does not appear on a call in a territorial recruitment and social support center during the war, it requires a fine of one hundred to two hundred non -taxable minimum income of citizens (from 1,700 to 3,400 hryvnias ).
The National Police has the right to detain those responsible for military service in case of violation of the law on mobilization of training and mobilization and transport them to the territorial recruitment center (Articles 259 and 262 of the ALCO, Part 3 of Article 38 of the Law ” In military duty and military service “).
In addition, Art. 336 of the Criminal Code of Ukraine provides criminal liability for the avoidance of conscription for military service during mobilization and for the conscription of persons from reservists at a special time. It is punishable by imprisonment of 3 to 5 years.
What categories are not subject to mobilization?
Not subject to conscription at the time of mobilization:

reserved for state authorities, other state bodies, local governments, as well as for businesses, institutions and organizations;

recognized persons with disabilities or, pursuant to the conclusion of the military medical commission, temporarily ineligible for military service for health reasons for up to six months (with subsequent passage of the commission);

women and men with three or more children under 18 years of age;

women and men independently raising a child (children) under the age of 18;

women and men, guardians, guardians, adoptive parents, parent-educator raising a child with a disability under the age of 18;

adoptive parents, guardians, custodians, adoptive parents, parent-educators who support orphans or children deprived of parental care, under 18 years of age;

with a spouse (spouse) from persons with disabilities and / or one of the parents or guardians of the spouse (spouse) from persons with a disability of group I or II;
-
representatives of the people of Ukraine.
Recall that in late May, Parliament adopted a bill to extend mobilization in Ukraine. It will last at least another 90 days, until August 23.
