HACS convicted the ex-chairman of the Accounts Chamber

Valery Patskan was found guilty of illegal payment for housing, but was released from punishment.

The Supreme Anti-Corruption Court found the former head of the Accounts Chamber Valery Patskan guilty of illegally receiving compensation for housing, but released him from punishment. The Anti-Corruption Center reported this on October 9.

The former official was sentenced to two years of restriction of freedom and a fine of 10,200 hryvnias with a ban on holding certain positions. However, the court freed him from punishment after the statute of limitations expired.

The boy must pay 127,400 hryvnias for the compensation received for accommodation and pay 7,850 hryvnias for conducting examinations. The court also approved bail of 49,620 hryvnias.

The SAPO prosecutor asked the court to impose a four-year prison sentence with a ban on the right to hold certain positions for three years (after serving the sentence) and a fine of 17 thousand Hryvnia.

Patskan was initially accused under Part 1 of Article 364 (abuse of power or official position). The case was scheduled for consideration only in January of this year, although the statute of limitations should have expired in March.

However, the prosecutor decided to change the charge against Patskan to part 2 of the same article (abuse leading to serious consequences), according to which the statute of limitations will expire in March 2028. Thus, it is likely that he will still be convicted of the court Patskan precisely under Part 1 of Article 364 of the Criminal Code.

The prosecution and defense have 30 days to appeal the verdict to the HACC Appeals Chamber.

Patskan said on his Facebook page that on October 9, VAKS “concluded the political case” against him, which it says was “initiated and organized by interested parties” to remove him from office.

We remind you that Patskan headed the Accounts Chamber from 2018 to 2023. In November 2022, he received suspicion in the case of the events of 2017-2018. According to the investigation, in September 2017, Patskan submitted an application to the Verkhovna Rada Office for compensation for housing, although at that time he allegedly already owned an apartment in a new building in the district of Pechersky of Kiev. As a result, more than six months illegally he received more than 117 thousand Hryvnia.

In April 2023, Patskan was declared without confidence, leading to his dismissal.
