The State Bureau of Investigation has completed its investigation into the shooting of participants in the Revolution of Dignity in February 2014.

Among the accused are former President Viktor Yanukovych and the then representatives of the security bloc. The judge in absentia chose a measure of restraint for the defendants in the form of detention.
They are accused of illegally obstructing rallies, exceeding official authority, premeditated murders and attempted murders, intentionally causing grievous bodily harm, as well as organizing a terrorist act.
The indictment has been sent to court.
Members of the criminal group – former officials – are accused of committing these crimes:
- President of Ukraine Viktor Yanukovych;
- Minister of Internal Affairs of Ukraine Vitaly Zakharchenko with his deputy;
- Chairman of the SBU Alexander Yakimenko with the first deputy – head of the Anti-Terrorism Center Vladimir Totsky;
- Minister of Defense of Ukraine Pavel Lebedev;
- Head of the Main Directorate – Commander of the Internal Troops of the Ministry of Internal Affairs of Ukraine Stanislav Shulyak;
- and about. Head of the Main Department of Internal Affairs of Ukraine in Kyiv Valery Koryak;
- Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Ukraine – Head of the Public Security Police;
- commander of the GMOP “Berkut” at the Main Directorate of the Ministry of Internal Affairs of Ukraine in Kyiv.
According to the investigation, Yanukovych created a criminal group, which also included the head of the Ministry of Internal Affairs and his deputy, the commander of the internal troops of the Ministry of Internal Affairs, the head of the SBU with his deputy, the head of the Main Directorate of the Ministry of Internal Affairs in Kiev and the deputy, the commander of the Berkut and the Minister of Defense.
Officials organized an assault on the Maidan under the guise of an “anti-terrorist operation”, and on the morning of February 20 they ordered the protesters to be shot.
