Kyiv needs to do this in order to avoid blocking non-military support. U.S. officials have noted that all forms of U.S. assistance other than military assistance could be at risk if Ukraine does not do more to tackle corruption. CNN reported this on October 32, citing unnamed officials.
The message to Ukrainians has always been that if any of these funds were misappropriated, it would jeopardize all US aid to the country, the TV channel quoted one of the officials as saying.
It is also reported that at the end of the summer the State Department sent an official diplomatic note to Ukraine, also known as a demarche. It said the United States expects Ukraine to continue to implement various anti-corruption and financial transparency efforts. This will allow Kyiv to continue to receive direct budget support.
Washington also emphasized that the Ukrainian authorities need to implement critical reforms within the framework of the International Monetary Fund program. This applies in particular to reforms related to anti-money laundering/anti-terrorism financing.
