The European Commission intends to unfreeze the allocation of a tranche of 13 billion euros to Hungary until November 2023 in search of support for Ukraine.

Previously, Brussels froze this amount due to Budapest’s position on blocking aid to Kyiv. Thus, the European Commission sought to achieve a change in the position of the Hungarian government regarding financial assistance to Ukraine.
If the funds frozen last December are released, it will be a victory for controversial pro-Russian Prime Minister Viktor Orban, who has promised to block any increase in the EU budget until Hungary has access to it. Budapest’s allocation of funds is partly driven by a desire to secure Orbán’s support for a budget increase. Last year, the EU froze 22 billion euros in unification funds allocated to Hungary. This comes after Brussels decided that Hungary was not complying with human rights and the rule of law rules. In May, Hungary carried out judicial reform in response to demands from Brussels, which would allow the EC to unlock 13 billion euros.
The European Commission has proposed increasing the overall EU budget by 66 billion euros to cover rising costs. Part of them will go to the financial support program for Kyiv in the amount of 50 billion euros, envisaged for the next four years.
