According to them, before the recruitment they spoke with Vladimir Shkunov, a leading researcher at the Volga region branch of the Institute of History of the Russian Academy of Sciences and a member of the government’s expert council.
He manages the Russia for Cubans group on Facebook and heads the Ulyanovsk regional branch of the Russian Society for Friendship with Cuba.
According to one of the recruits, Fidel Hernandez, Shkunov offered him “a good construction job.” Later, an employee of the Russian Academy of Sciences asked the Cuban if he wanted to join the army and offered a large monetary reward. For participation in the war against Ukraine, the Cubans were offered a one-time payment of 195 thousand rubles and a monthly salary of 204 thousand rubles.
Reportedly, in the summer of 2023, the recruited Cubans were flown to Moscow, and after signing contracts they were sent to the 106th Airborne Division with headquarters in Tula. According to them, there are about 140 Cubans there.
