The Anti-Corruption Bureau and the prosecutor’s office completed an investigation into suspicion of participants in a criminal organization led by the former chairman of the board of JSB Ukrgasbank, which during 2014-2020. illegally withdrew 206 million UAH from a financial institution.

The officials are suspected of creating a criminal organization, embezzling funds from JSB Ukrgasbank on an especially large scale, forgery and laundering proceeds from crime. The materials were provided to the defense for review.
The investigation by NABU and SAPO established that the former head of the National Bank, Kirill Shevchenko, created a criminal organization that took possession of more than UAH 206 million from the state-owned Ukrgasbank. Then these funds were legalized through individual entrepreneurs and some companies.
In addition to Shevchenko, who at the time of the crime was the chairman of the board of Ukrgasbank, his deputy Denis Chernyshev and his wife Natalia, ex-director of the department for working with corporate VIP clients of Ukrgasbank Alexei Lyuty, former deputy director of the department for working with corporate VIP clients Khmelenko, are also suspected in the case. First Deputy Prosecutor General Nikolai Gerasimyuk and his wife Ekaterina, as well as businessman Dimitry Kozak.
Some of the defendants made deals with the investigation. Recently, HACS approved one of these, which was concluded with three individual entrepreneurs. They were sentenced to 5 years of suspended imprisonment with probation of 1 year. They are also required to deposit more than UAH 10 million into a special account of the United 24 fund.
On October 28, 2022, the former head of the National Bank, Kirill Shevchenko, was put on the international wanted list in connection with the theft case at Ukrgasbank.
According to the SAPO prosecutor, on September 20, Shevchenko left Ukraine on a business trip to London using his official passport. The business trip ended a day later, but he did not return to Ukraine. The ex-head of the NBU independently sent himself on vacation: first until September 30, and then extended it until October 7.
On October 4, Shevchenko announced through a Facebook post that he was resigning allegedly due to health problems, and on October 6, NABU informed him of suspicion. On the same day, Shevchenko wrote that the suspicion came as a surprise to him, and that he himself was abroad for treatment.
