According to the amendment, North Korea is developing nuclear weapons to ensure its right to exist and deter war.
North Korean dictator Kim Jong-un said that North Korea’s nuclear weapons development policy has become a permanent fundamental law of the state, which no one is allowed to violate, Reuters reports.
South Korea’s Unification Ministry said North Korea’s revised constitution showed Pyongyang’s “strong will” not to give up its nuclear program.
“We reiterate that North Korea will face the end of its regime if it uses nuclear weapons,” the statement warned.
Japanese Chief Cabinet Secretary Hirokazu Matsuno stated:
North Korea’s nuclear and missile developments pose a threat to the peace and security of our country and the international community and should never be tolerated.
The amendment comes a year after North Korea formalized into law the right to use preemptive nuclear strikes to defend itself. The move, Kim said, would make its nuclear status “irreversible.”
Kim Jong Un urged officials to continue promoting solidarity with nations opposed to the United States, denouncing trilateral cooperation between the United States, South Korea and Japan as “an Asian version of NATO.”
Kim returned home last week from a trip to Russia, during which he and local dictator Putin agreed to step up military and economic cooperation.
U.S. and South Korean officials have expressed concern that Pyongyang may be seeking technological help for its nuclear and missile programs while Moscow is trying to acquire munitions from the North to replenish its dwindling stockpile for the war in Ukraine.
Analysts say adding nuclear policy to the constitution is a symbolic move declaring North Korea’s intention to have a permanent nuclear force that it will not negotiate.
