Let us recall that the United States offered Ukraine a list of priority reforms for discussion at the Multilateral Donor Coordination Platform for Ukraine.
The White House, at the request of the Voice of America, said that the list of reforms is a working version, it is advisory in nature, and the provision of assistance does not directly depend on its implementation.
Previously, the US Embassy in Ukraine stated that “the purpose of these efforts is to identify priorities and consolidate reform steps together with Ukraine and key stakeholders.
The results of the discussion of reforms are not a condition for defense assistance, the White House clarified at the request of the Voice of America.
On the eve of the donor coordination platform meeting in Brussels on September 26, the Ukrainian government is discussing reforms with the EU, as well as the United States.
Ukrainian Infrastructure Minister Alexander Kubrakov tweeted about his conversation with European Commission Director General for Neighborhood and Enlargement Affairs Gert Jan Koopman on the eve of the donor meeting:
We discussed the plan for Ukraine – a key medium-term document and continue to implement key reforms: public-private partnership, construction, regional development, rule of law, etc.
And Prime Minister of Ukraine Denis Shmigal held an online meeting with Special Representative for the Reconstruction of Ukraine Penny Pritzker.
Energy, mine clearance, restoration of housing, critical infrastructure and the economy are our first areas. We are moving forward in reforms along the path to the EU and NATO,” says Szmigal.
The US Embassy also recalled that during a meeting with Ukrainian President Vladimir Zelensky, US President Joe Biden emphasized the importance of creating a favorable business environment and overcoming corruption.
Just as we are committed to helping the Ukrainian people protect themselves now, we are also committed to helping them recover and build for the future, including supporting reforms to combat corruption, creating an environment in which businesses can thrive and American and European companies want to invest ,” Biden said then.
