This was stated by US State Department Speaker Matthew Miller.
According to him, the shutdown is a legal issue regarding who is allowed to work during the shutdown and who is prohibited.

That’s why we think a shutdown would be so troubling and why we’re calling on Congress to fund the government,” Miller said.

In such a situation, the US Congress must adopt a so-called interim budget, which will be in effect until the adoption of a full estimate. This document also includes financial assistance for Ukraine – about $3.3 billion. by the end of 2023.
