Part of these funds – $100 million – is an additional payment. Kyiv will receive them after completing certain steps.
Kyiv and Washington signed a Memorandum of Understanding on cooperation in ensuring the sustainability of Ukraine’s energy system, providing an allocation of $522 million to strengthen it. Here, $100 million is provided for the fulfillment of certain conditions. The US Embassy in Ukraine published the text of the memorandum.
The parties intend to cooperate in the restoration of the damaged electricity, heat and gas infrastructure of Ukraine, and are:

purchase and installation of basic autotransformers;

strengthening the stability of the electricity system by increasing its adequacy and flexibility, in particular, the resilience to interruptions in the supply of electricity in the main service sectors such as heating, water supply, drainage, transport, telecommunications and health care;

establishment of distributed gas generation (including CCGT turbines manufactured in the USA);

electric power and heat power engineering;
-
strengthening Ukraine’s physical connection to European gas and electricity networks;
-
protection of the most important energy infrastructure of Ukraine, including, but not limited to areas such as physical anti-drone and anti-missile protection, physical security, cyber security and others.
The conditions for the provision of additional $100 million are the implementation of certain measures by the Ukrainian government. In particular, the Cabinet of Ministers must approve a new charter and create a supervisory board for the LLC before October 30 Ukrainian GTS operatorbefore November 30, start the procedures for holding the competition for the election of NAEC Supervisory Board members Energoatomto establish a private joint stock company before December 31 Energoatom.
The National Energy and Utilities Regulatory Commission must also establish, before April 1, 2024, the method, scope, extent, and frequency of reporting information on wholesale energy trade related to the REMIT law.
The Memorandum shall take effect from the date of its signing. It will be valid for one year. The participants may continue this memorandum by mutual written decision.
Earlier, Ukrenergo said the energy system would be viable this winter. Now preparations are underway for the heating season – from 60% to 80% of the work has been completed. Particular attention is paid to protecting the equipment from possible attacks.
