Military personnel from Bulgaria, France, Great Britain, Turkey and Ukraine will also be involved in the military maneuvers. The main goal of the exercise is to develop operational and tactical compatibility between the participating countries in the field of countering explosive objects, in particular sea mines, in order to ensure freedom of navigation. This was reported by the press service of the Romanian Navy.
The Romanian Navy will be represented by the sea dredger Sublocotenent Alexandru Axente, the fast diving ship Venus, the armored boat Posada, three amphibious armored personnel carriers, assault boats and other watercraft, as well as bomb disposal specialists, marines and staff officers.
The United States will send a Poseidon maritime patrol and reconnaissance aircraft, combat divers with boats and special equipment for training. Other participating countries at Sea Breeze 23.3 will be divers, bomb disposal experts and staff officers.

Only some time later, Romanian Defense Minister Angel Tilver confirmed that the wreckage of an alleged Russian UAV was found in the Plaura area in Tulcea County, bordering the Ukrainian city of Izmail in the Odessa region.
And Romanian President Klaus Iohannis noted that if it is confirmed that the components found belong to a Russian drone, this would be “a serious violation of the sovereignty and territorial integrity of Romania.”
