On September 7, President Volodymyr Zelensky introduced the new Defense Minister Rustem Umerov to the military leadership.

In his speech, Umerov named five main priorities for the position:

military centricity (military is the highest value);

The Ministry of Defense should become the main institution for coordinating the Defense Forces;

expansion of the geography of allies (even with unexpected partnerships);

zero tolerance for corruption and digitalization;

development of the Ukrainian military-industrial complex.
Umerov also added that more than UAH 250 billion is not enough for payments to the military by the end of the year.
Today I will ask for UAH 251 billion, of which: UAH 227 for cash allowance for October-December and UAH 24 billion for one-time financial assistance,” Umerov said during his speech in the Verkhovna Rada.
He also supported the proposal to take the proceeds from personal income tax (PIT) for payments to military personnel and direct them to defense needs.
