People’s deputy from the Servant of the People party Fyodor Venislavsky has registered a bill that could cancel the deferment from mobilization for men over 30 years old who receive an inconsistent higher education or a second or more.

Venislavsky noted that according to information from the Ministry of Education and Science of Ukraine, in 2019-2021 there were about 40 thousand students over 25 years old. At the same time, in 2022, there were 106,000 such students.
This year the numbers are also approaching 100,000. This means that 60,000 men have decided to take advantage of this opportunity to avoid being drafted, he decided.

People’s deputies Fyodor Venislavsky, Maryana Bezugla and Irina Konstankevich were the authors of initiative No. 9672.
Art. 23 of the Law “On mobilization training and mobilization” provides that applicants for vocational (vocational), vocational and higher education, assistant trainees, graduate students and doctoral students studying in a full-time or dual form of education, retain a deferment from conscription during conscription mobilization.
The authors of the bill note that since the beginning of a full-scale war, a significant number of those liable for military service have used this opportunity to avoid being drafted, and entered educational institutions in 2022-2023 to receive an equal or even lower level than already received.
According to the explanatory note, last year 106.8 thousand men of military age were enrolled in educational institutions, who began to receive an education equal to or lower than the level of previous education. This year there are already a little more than 74 thousand such men (the entrance campaign is still ongoing).
